Summary

Establishes as U.S. policy the recognition of "two sexes, male and female," defines "sex" as "an individual's immutable biological classification as either male or female," and defines "gender ideology." Section 3(c) directs that when administering or enforcing sex-based distinctions, every agency and every federal employee acting officially "shall use the term 'sex' and not 'gender' in all applicable Federal policies and documents." Section 3(e) directs agencies to remove statements that "promote or otherwise inculcate gender ideology" from federal documents, forms, and communications. This is the sole legal instrument cited by every item below; no other authority is invoked for the terminology substitutions.

Status

In effect. Implementation continues as of August 2026 (see the FDA reopening below and the 2026 Unified Agenda entry). (See also section 1; section 12.)
