Summary
Requires political-appointee review and approval of all discretionary grant announcements and awards, and directs that discretionary grants not fund "racial preferences," "denial of the sex binary in humans," "gender ideology," or related activities; mandates retroactive review of existing awards and insertion of termination-for-convenience clauses. Institutionalizes across the entire discretionary-grant system the trans-related funding bars first asserted under EOs 14168 and 14187. EO number 14332; 90 FR 38929 (Aug. 12, 2025).

In effect; being codified through OMB's proposed "Regulation for Federal Financial Assistance" revising the Uniform Guidance (May 29, 2026, 91 FR 32198) (see sections 8, 9).
